EXTERIOR PROPERTY MAINTENANCE CODE APPEALS BOARD

The Exterior Property Maintenance Code Appeals Board provides a forum to hear and to decide appeals of decisions and determinations made by the Enforcement Officer.
The Exterior Property Maintenance Code Appeals Board hears appeals of decisions and determinations made by the Enforcement Officer as set forth in the Exterior Property Maintenance Code adopted by the Columbia Township Board of Trustees (the “Trustees”) on May 11, 2010 in Resolution 10 – 08, 2010, and such other duties as are specifically delegated to it by the Trustees.
By a majority vote, the Appeals Board may reverse or affirm, wholly or partly, or may modify the decision appealed from, and make such order or determination as it deems appropriate. However, the Appeals Board has no authority to waive any requirements of the Code.
The Appeals Board con¬sists of a minimum of three members who are qualified by expe-rience and training to pass on matters pertaining to property maintenance. The Appeals Board members may not be employees of the Township, nor an elected official of the Township nor a spouse thereof. Members are ap¬pointed by the Trustees, and serve stag-gered and overlapping 3-year terms. The Enforcement Officer is an ex-officio member but has no vote on any matter before the board.
The Trustees appoint two or more alternate members who may be called by the Appeals Board Chairperson to hear appeals during the absence or disqualification of a member. Alternate members must possess the qualifications required for Appeals Board member-ship.
